Organisation Structure

The PAYM is a movement driven by the youths for the youths.  It is a two-tier organisation, comprising 100 youth groups based at the CCs and a Central Youth Council (CYC).

 

The Central Youth Council

The Central Youth Council (CYC) is the policy-making body of the PAYM.  It comprises elected Chairpersons and nominated members of the Youth Executive Committees (YECs) from the five Community Development Council (CDC) districts.  The CYC is supported bya a Panel of Advisers.  The Youth Movement Section of the People’s Association provides the secretarial support to the CYC.

 

Youth Executive Committees (YECs)

Each youth group is managed by a Youth Executive Committee (YEC) comprising 15 to 30 members.  The YECs are elected biennially from among its Youth Group members.  The YEC’s main roles are to:

  • Initiate programmes for its members and involve them to carry out its programmes and activities; and
  • Work closely with the grassroots organisations to implement community development projects for residents in their respective constituencies.

There are currently 98 YECs, with 2 more in the process of being formed.
